Questions about the price.

Solo if you're the one handling the admin yourself. Teams if the jobs and the record are shared, from two people up. Enterprise if you're a larger office and you'd rather talk it through than read a card.

Only the people wearing the admin. That's usually the project manager, the project officer or the contract administrator, and sometimes the builder. A Rory reads that person's inbox against the jobs they run, so you put one on the people who need one, not on the whole business.

The same founding rate, billed a year ahead instead of a month at a time, at a lower monthly equivalent. The toggle above the plans shows you both.

Yes. Start on Solo while you're the one doing the admin, move to Teams when it's shared, and add people as more of them pick it up. Every one you add comes in on the same founding rate you started on.
